Phil was born in Virginia but calls Tennessee his home. He and his wife Donna have lived in Chattanooga, Tn. for years but now reside in Dayton.
Phil graduated Princeton in 1971 moved to Dayton, Tennessee and while attending Bryan College meet his wife Donna. After both graduated, they married in 1976 and moved to Indiana. Phil returned to Dayton and became the owner of Rheaco Service in 1984 where he relieved his father, Carlos Carter of whom was one of the original co-founders of Rheaco Service, of the position. Phil can still be found at the office and serving as an Emeritus to the business on a daily basis.
Phil and Donna raised their son and daughter in Chattanooga and attend church at Signal Mt Bible where they have many friends and are just enjoying life together. When not at the office, Phil is spending time with Donna who is now enjoying retirement after 25 years in the educational field. Phil also can be found giving horse and/or piggy back rides to his beautiful granddaughter who absolutely controls him with one finger. And if you have a few moments he will whip out his phone and show you pictures of his precious grand baby.
